Research on Policy Evaluation and Optimization Path of Urban Smart Transportation in China—An Analysis Based on PMC Index Model

Abstract:

In the context of the continuous deepening of the global scientific and technological revolution and industrial transformation,smart transportation,as a new business formed by the deep integration of the new generation of information technology and the transportation industry,plays a key role in promoting digital transformation of the city and meeting the needs of the people for a better life. In this paper,textual analysis is used to conduct quantitative evaluation on 55 relative policies from 2012 to 2024,and construct the PMC index model of urban smart transportation policies in China,and finally put forward targeted policy recommendations. Research results show that China’s urban smart transportation policies are relatively sound in terms of policy nature,policy content,policy evaluation and policy disclosure,but there are still some problems,such as insufficient medium and long-term policies,the lack of attention to the environmental field and social organizations,underused demand-side policy instruments,relatively single policy perspective,and incomplete incentive measures. In the future design of urban smart transportation policy,it is necessary to broaden the policy perspective,formulate long-term plans,give more attention and support to the environmental field and social organizations,strengthen the use of demand-side policy instruments,and design a multi-level and differentiated incentive system to further improve China’s urban smart transportation policy system and promote the sustainable development of smart transportation and smart cities.
