    “Opinions on the Pilot Reform of Salary System in Higher Education Institutions and Research Institutes” proposes that promoting the reform of salary distribution system for teachers in universities and researchers should be taken as a key point to promote the development of education,science and technology,and talent undertakings as a whole,and higher requirements should be put forward for scientific research institutions to comprehensively enhance their innovation vitality. In order to motivate the innovation,initiative and enthusiasm of researchers,it is necessary to establish and improve a more flexible salary distribution system that conforms to the laws of scientific research and strengthen salary incentives. Based on the analysis of the salary incentive policies and the current situation of salary incentives for researchers,this article proposes that we should improve the mechanism for determining and normally adjusting salary levels,guide and supervise universities and research institutes to make good use of the autonomy of internal distribution,further promote the implementation of salary incentive policies,optimize and standardize the internal management system of universities and research institutes continuously,enhance the stability and sustainability of funds effectively,and stimulate the innovation and creativity of researchers continuously.

    As a core hub of Chinas biopharmaceutical industry,Shanghai,while leading in industrial scale and innovation strength,faces the dilemma of talent loss. Based on the “immigrant health effect”,this paper comprehensively utilizes methods such as online data mining,surveys,and model building to deeply analyze this issue. The study finds that talent mobility in Shanghai’s biopharmaceutical industry exhibits a pattern of “high-end clustering and mid-end loss”. Health depletion is a key driving factor of talent loss,and the moderating effect of corporate health investment is significant. Generational and positional differences impose varying requirements on health management strategies. To address this,the article proposes coping strategies from three levels:enterprises building a “health-development” integration mechanism,the government creating a “health-first” policy ecosystem,and society constructing a multi-stakeholder collaborative support network. It also recommends establishing a special fund and incorporating a “talent health index” into park assessments.

    In the context of the continuous deepening of the global scientific and technological revolution and industrial transformation,smart transportation,as a new business formed by the deep integration of the new generation of information technology and the transportation industry,plays a key role in promoting digital transformation of the city and meeting the needs of the people for a better life. In this paper,textual analysis is used to conduct quantitative evaluation on 55 relative policies from 2012 to 2024,and construct the PMC index model of urban smart transportation policies in China,and finally put forward targeted policy recommendations. Research results show that China’s urban smart transportation policies are relatively sound in terms of policy nature,policy content,policy evaluation and policy disclosure,but there are still some problems,such as insufficient medium and long-term policies,the lack of attention to the environmental field and social organizations,underused demand-side policy instruments,relatively single policy perspective,and incomplete incentive measures. In the future design of urban smart transportation policy,it is necessary to broaden the policy perspective,formulate long-term plans,give more attention and support to the environmental field and social organizations,strengthen the use of demand-side policy instruments,and design a multi-level and differentiated incentive system to further improve China’s urban smart transportation policy system and promote the sustainable development of smart transportation and smart cities.
    A Game-Theoretical Analysis of Failure Hiding in Commissioned Philanthropic Projects:MechanismsTypes and Solutions

    This paper focuses on why there is little proactive disclosure of philanthropic project failures. Based on the reality of the interplay among the principals,the agents,and the public supervisors in commissioned philanthropic projects,the study innovatively introduces game-theoretic perspective and analyzes the hidden issues surrounding project failure in the interaction with qualitative research experiences. The study finds that:under the expectation of the project actors on the tendency of the public supervisors,the perceived risks and benefits embedded in a reduced sequence of actions guide the principals to make rational choices to hide the failure of the project from the public;there is not a uniform scene behind the failure concealment of commissioned philanthropic projects,but rather,there are four types of characterized by different combinations of actors’ engagement in correction and the extent of project-level rectification;promoting the shift of public supervision towards a constructive approach can effectively solve the dilemma and facilitate the correction of failed projects.
    The Relationship Between Class Identity,Insurance Participationand Happiness of Flexible Employment Personnel—Comparative Analysis Based on CGSS Data from 2018 and 2021

    To study how to enhance the happiness of flexible employment personnel,based on data from the China Comprehensive Social Survey 2018 and 2021, mlogit regression analysis was used. It was found that the higher the sense of social class identity,the higher the subjective happiness of flexible employment personnel. Using the logit model and Heckman two-step method,it was found that social pension,commercial medical and pension insurance play the mediating role between class identity and the happiness of flexible employment personnel,while the mediating effect of social medical insurance is not significant. Furthermore, it was found that compared to 2018,class identity not only promoted participation in commercial insurance,also promoted participation in social pension insurance,but its promoting effect on happiness decreased in 2021. In addition,career types can also have an impact on class identity and participation in different insurance products. The various indicators of labor dispatch workers are relatively low,which requires special attention.

    Research on the Macrostructure of Official Document Main Text from the Perspective of Textual Pattern

     In the long-term discourse practice of official management, the expression of official document main text has gradually formed a unique and stable textual pattern. However,most of the current official document textual patterns proposed by the official document academic circles still stay in the general description of the surface structure of the official document,and lack of the theoretical depth. By using the methods of text linguistics and text analysis,this paper deeply analyzes the deep structure of official documents,and innovatively constructs the four-dimensional logic chain pattern of official documents, that is background and reason-event and behavior-condition and guarantee-control and constraint. This pattern is highly consistent with the official management thinking of social organizations,and fully reflects the management situation and contextual characteristics of the official field. It not only provides a macro thinking framework for official document conception,but also provides a macro functional structure and semantic structure for the construction of official document texts and the organization of discourse information content,and provides a solid theoretical basis for official document writing and reading.
