From Mobilization to Normalization: Study on the Transformation of CPC Leading Security Construction——An Investigation on Community B of District A in Shanghai

Abstract:

With the development of economy and society and the evolution of social form,community security construction has gradually become the key practice field of grass-roots governance. The grid management and centralized regulation,which were designed to temporarily break through the shackles of section management,have been difficult to cope with the rapidly increasing public security risks of grass-roots communities,and it is urgent to transform to a normalized governance mode. This paper takes community B as the starting point,and analyzes the governance mode innovation of community security construction led by Party building in district A of Shanghai through case study. The study found that in the practice of community public security governance,political party organizations have successfully established a long-term governance mechanism for community security problems by playing their leading core role,mobilizing and integrating various subjects,and resources to participate in community security construction,and realized the transformation from campaign-style governance to normalized governance. The research is helpful to deeply understand the occurrence basis and transformation of campaign-style governance,and how the party building leads the coordination between the departments and the society.
