Abstract:

The promulgation of official document procedures is one of the important manifestations of the transformation of modern document work，which has played an important role in promoting the development of modern document and archive work，the improvement of archive regulations，and the birth of document and archive studies. Nanjing National Government inherited the basic principles of official document procedures since the late Qing Dynasty and the early Republic of China，and formulated or revised official document procedures multiple times，effectively promoting the development of document administration. Of course，the value of official document procedures lies not only in the institutional setting of legal provisions，but more importantly in the shaping of political authority and the improvement of administrative efficiency during the operation process. That is to say，the operation and effectiveness between different administrative organizations are the starting point for examining the value of official document procedures. Among them，the county，as the fundamental political point，is closely connected with grassroots society and serves as a link between the central and local governments. Therefore，examining the implementation of official document procedures during the Nanjing National Government period from the perspective of the county is of great significance. Based on the political structure and administrative operation during the Nanjing National Government period，this article elaborates on the practical application of the official document procedure between county governments and their subordinate bureaus，county governments and their subordinate bureaus，provincial governments and their subordinate departments，county governments and county party departments，county governments and county people’s organizations. Its promotion process is accompanied by doubts，conflicts，requests，instructions，explanations，adjustments，etc. In the 1930s，the establishment of bureaus and departments by the Nanjing National Government became two important stages in the evolution of county government document procedures. It reflected the development process of document work during the Republic of China period and to some extent reflected the changes in the political and administrative system of the Republic of China.
