Being adept at implementing the Party’s leadership over the country and society through political power organ，its connotation in reality is mainly endowed by the pre-decision-making approach of the Party leading the work of the People’s Congress. The so-called pre-decision-making means that the Party’s leadership over the work of the People’s Congress plays a role both at the front end and behind the People’s Congress’ performance of its duties，providing various pre-emptive resources and guarantees for the People’s Congress’ decision-making. Pre-decision-making and its effectiveness are the common features and goals of various ways in which the Party leads the work of the People’s Congress. The institutional mechanisms for the Party to lead the work of the People’s Congress，such as the embedding of the Party organization，the leading role of personnel，the reporting and seeking instructions，and the control of meetings，are actually all centered around the pre-decision-making and effectiveness.
