Cadres are the key driving force of the Communist Party of China in governing the country well and rejuvenating the nation. Comprehensively enhancing cadres’ capacity for modernization is an essential measure to strengthen the Party and consolidate the position as the long-term governing party. Its core essence lies in：strengthening the overall political quality of the cadre corps and enhancing the capability and competence in upholding and implementing the Party’s line, principles，and policies，transforming the cadre corps’ ideological conservatism and fostering an innovative mindset aligned with deepening  reform comprehensively，opposing bureaucracy in cadres’ actions and maintaining the close ties with the people，maintaining the cadre corps’ efficiency and integrity，and consolidating the legal safeguard that regulate the exercise of power. This is necessary for the Party to uphold scientific，democratic and law-based governance under the new circumstances. To comprehensively enhance the modernization capabilities of cadres，we must uphold the regular training mechanism of the Party School system，combine problem-oriented with goal-oriented approaches，highlight the political function of primary-level Party organizations，and improve the framework of Party regulations.
