The “Strengths” and “Weaknesses”:The Situation and Adjustment of Grassroots Governments in the Digital Transformation of Public Services

Abstract:

The digital transformation of grassroots public services is a crucial pathway to advancing national governance modernization and enhancing public service provision. Grassroots governments,by virtue of their proximity to communities,minimal jurisdictional discrepancies,and agile decision-making capabilities,are well-positioned to drive this transformation. However,they also face challenges such as limited authority,scarce resources,and inadequate technical skills. This situation may lead grassroots governments adopting a behavior strategy of extensive innovation and ad hoc governance,resulting in multiple challenges such as insufficient project sustainability,mismatch between technology and demand,and shortsighted innovation. To mitigate these structural tensions,it is vital to improve resource allocation,establish interdepartmental collaboration frameworks,and enhance technological capabilities. Future policymaking should focus more on the real conditions faced by grassroots governments,foster demand-driven and sustainable digital initiatives,and ensure the efficient and enduring governance of grassroots public services.
