Inter-provincial Government Services is an important measure to promote the flow of production factors and optimize government services. Based on 95 provincial-level policy texts，the study employs Proceduralised Grounded Theory to construct the “logic of promoting Inter-provincial Government Services”. Under the guidance of“objective concepts”，each province adopts a“gradual promotion” strategy and uses “collaborative promotion” as a means，following the requirements of“standardized development”. With support in terms of material resources，talent，technology，policy，and data，they complete the relevant matters of “Inter-provincial Government Services” online and offline. The study proposes suggestions for the cooperative mechanism，dynamic management，and data foundation to guide further development of Inter-provincial Government Services.
