Abstract:
Since entering the globalization processes,even Belt and Road initiative has been implemented,China’s cross border population and resource mobility are becoming more and more active,and the urgent need for cross border“Once-at-most”reform is put forward. In recent years,W county,a hometown of overseas Chinese in Zhejiang Province, has established a comprehensive service platform for overseas service,developed overseas contacts with the help of information technology and overseas Chinese volunteers,optimized the service process,introduced video notarization and implemented palm raising litigation,and then promoted the“Once-at-most” reform of cross-border handling of overseas Chinese related affairs. However,there are also some problems in the reform,such as weak coordination,departmental inertia and user experience, in order to further deepen the reform, it is necessary to promote building block data and realize the overall intelligent governance of cross-border public services.
