Abstract:

In 2021，the government promulgated the“Guangdong-Hong Kong-Macao Greater Bay Area Deepening Cooperation Policies”，which mentions the implementation of the civil servants’ mutual training project among Guangdong, Hong Kong，and Macao. The policy address of the Chief Executive of Macao Special Administrative Region He Yicheng to discuss the development of the Hengqin New District，Zhuhai，Guangdong, hoping that Hengqin will become the “second Macao”.Currently，Macao has a new campus of the University of Macao in Hengqin. The Standing Committee of the National People’s Congress of China also authorized at the end of last October to set aside part of the new passenger inspection building at Zhuhai Hengqin Port to Macao，allowing the Macao Cotai Frontier Post Building to move in. A new joint checkpoint has been established, and the“be cooperative in inspection, release at one time” model of “one site，one inspection” has been implemented. There will be more frequent exchanges between Guangdong and Macao, but the notices used in the three places in the Greater Bay Area still maintain their own habits and characteristics.In fact，the language of application documents is not only a form of thinking，but also a tool we use to construct the world. If the“Guangdong-Hong Kong-Macao Greater Bay Area Deepening Cooperation Policies” hope that all regions can integrate with each other，the current document issuance mechanism needs to be optimized. This paper analyzes the notice cases during the COVID-19 pandemic in Guangdong and Macao，explains the cases，and puts forward optimization suggestions.
