Abstract:

The Fifth Plenary Session of the 19th Central Committee further clarified that accelerating the construction of digital government is the necessary means and inevitable result for the government to improve its social governance ability in the next stage. The construction of digital government plays an effective role in mobilizing organizational mechanisms and service processes with outstanding integrity and coordination. The sharing of government data has become the key to the overall coordination. This paper from the three dimensions of administrative management，data management and technical management，analyzes and sorts out ten core issues related to data sharing in existing theoretical research and government practice，and sums up the theoretical and methodological framework of response and the applications of practical exploration. In the view of some shortcomings of the existing research，this paper puts forward three aspects：strengthening the assessment and evaluation of data sharing，data sharing process behavior，and sharing data operation and maintenance.
