Major epidemics not only directly threaten the lives and health of all people, but also have unpredictable negative effects on the economy, society and politics of all countries. In order to prevent and control the epidemic, governments of all countries have taken a series of corresponding measures, which are necessary measures to protect peoples right to life and health. However, various measures to prevent and control the epidemic will limit the realization of other human rights and public interests. Therefore, in the prevention and control of major epidemics, human rights protection needs to balance five important relationships, including the relationship between the protection of the right to life and health and other human rights protection, the relationship between the equal protection of human rights and the special protection of the rights of vulnerable groups, the relationship between the protection of the right to life and health and economic development, the relationship between the protection of the right to know about epidemics and social stability, the relationship between domestic human rights protection and external humanitarian assistance.
