Abstract:

Due to blind spots in the supervision of leaders and secretaries，corruption cases often occur. With the support of the law and the inspiration of historical experience，the structure of two-way supervision of the secretary and the leader is on the horizon. We should make full use of the methods of the ancient supervision system，implement the supervision of the secretary by the leadership，let the secretary assume the responsibility of supervising the leadership，form a new type of two-way supervision between the leadership and the secretary，and promote the deepening of anti-corruption and honesty. However，the formation of a two-way supervision structure still faces certain difficulties. According to the current problems，this article puts forward relevant suggestions for the construction of a two-way supervision structure of secretaries and leaders.
