摘要：

在风险社会背景下，突发事件的时间反复性与空间扩散性打破了常态与应急态之间的边界，催生了介于二者之间的“转换态”。转换态治理作为风险社会的第三种治理模式，其学理基础建立在运用整体性治理理论对治理边界模糊性的认知重构之上。转换态治理在纵向上实现了非常态治理的关口前移，将治理干预从应急响应阶段提前至风险演化初期，有助于公共安全治理模式向事前预防转型；在横向上推动了应急管理恢复重建环节的范式重构，将恢复目标从“回归原状”升级为“韧性跃迁”，并将退出机制纳入制度化的应急治理体系。转换态治理通过统筹发展与安全、融合常态与应急，为构建全过程、整体性的风险治理体系提供了新的理论框架。

Abstract:

In the context of a risk society，the temporal recurrence and spatial diffusion of emergencies have broken the clear boundary between normal and emergency states，giving rise to a “transitional state” that lies between them. As a third governance model in a risk society，transitional state governance is theoretically grounded in the cognition of governance boundary fuzziness through holistic governance theory. Vertically，transitional state governance achieves the forward movement of the threshold for emergency state governance, advancing governance intervention from the emergency response phase to the early stage of risk evolution, thereby facilitating the transformation of public safety governance towards a preventive model. Horizontally，it promotes a paradigm shift in the recovery and reconstruction phase of emergency management，upgrading the recovery goal from “returning to the original state” to a “resilience leap”，and incorporating an exit mechanism into institutionalized emergency measures. By coordinating development and security，and integrating normal and emergency states，transitional state governance provides a new theoretical framework for building a whole-process，holistic risk governance system.
