摘要/Abstract

摘要： 目标管理制是我国乡村治理中的重要制度安排。文章以上海市S 镇为研究对象，对目标管理制的核心思想、演变、执行及其成效进行分析，在此基础上就政策制定、政策执行和政策评估三个政策阶段对目标管理制面临的困境进行分析，针对性地提出优化路径。在分析目标管理制的基础上对乡村治理提出分类治理、经济发展与社会治理相平衡、多元主体良性互动等思路。

Abstract: Objective management system is an important institutional arrangement in China’s rural governance. Taking S town in Shanghai as the research object，this paper analyzes the reasons，evolution，implementation and effectiveness of objective management system，and analyzes the difficulties faced by objective management system in three policy stages，namely policy formulation，policy implementation and policy evaluation. Based on the analysis of objective management system，the general ideas of rural governance such as classified governance，the balance between economic development and social governance，and the benign interaction of multiple subjects are put forward.
