区域新基建发展的时间演变、空间差异与驱动因素分析——基于京津冀、长三角和成渝城市群样本

摘要:

新基建已成为中国经济转型的重要支撑,是区域生产、生活、生态全方位改善升级的重要基石。为考察中国省市区域内和区域间的新基建发展水平及其时间演变、空间差异与驱动因素,本研究基于2013—2022 年京津冀、长三角和成渝三大城市群的相关数据,构建区域新基建发展水平的综合评价指标体系,运用TOPSIS-熵值法和多元线性回归模型进行综合测算及驱动因素分析。结果表明:(1)近十年,三大城市群的新基建发展水平整体上呈现增长趋势,区域间在发展水平上的差距逐步缩小;(2)新基建发展水平在区域内和区域间均存在一定的空间异质性,三大城市群中均存在发展水平远高于其他区域的省份,发展重心主要集中在长三角和成渝两大城市群,尤其聚集在江苏省和四川省;(3)新基建发展水平受到多种驱动因素的影响,其中,城市经济发展水平、相关产业结构高级化程度、相关工业集聚水平、城市金融发展水平、城镇化水平和人口规模等是关键性驱动因素。据此,应从经济激发、产业适配、城乡融合、因地制宜和责任匹配等方面开展路径规划,建立综合协同的区域共治机制,不断优化建设类型层次,以新基建为引领持续缩小区域内外差距,实现区域共同富裕。

Abstract:

New infrastructure has become an important support for China’s economic transformation and a cornerstone for comprehensive improvement and upgrading of regional production,living,and ecological aspects. In order to examine the development level,temporal evolution,spatial differences and driving factors of new infrastructure,this research constructs a comprehensive evaluation index of new infrastructure development level based on the relevant data of the three major city clusters of Beijing-Tianjin-Hebei,Yangtze River Delta and Chengdu-Chongqing Economic Circle from 2013 to 2022,uses the TOPSIS-entropy method and multiple linear regression model to analyze the comprehensive measurement and driving factors. The research findings three conclusions.(1)Over the past decade,the overall level of new infrastructure development in the three city clusters has shown an increasing trend,while the gap in development level has gradually narrowed.(2)There is spatial heterogeneity within and between regions,with the development level of the three city clusters being significantly higher than other provinces and cities. The development focus is mainly concentrated in the Yangtze River Delta and Chengdu-Chongqing Economic Circle,particularly in Jiangsu and Sichuan provinces.(3)The level of new infrastructure development is influenced by various driving factors,including the level of urban economic development,the level of highly integrated industrial structure,the level of industrial agglomeration,the level of urban financial development,the level of urbanization,and the size of population,which are key driving factors. Path planning can be carried out from the aspects of economic stimulation,industrial adaptation,urban-rural integration,tailored approaches,and responsibility adaptation,construct a comprehensive and coordinated regional governance mechanism,continuously optimize and improve the hierarchical construction types,narrow the gap between regions,and achieve regional common prosperity guided by new infrastructure.
