数字化协同:城市生活垃圾治理新引擎——以红庙岭循环经济产业园区为例

Digital Collaboration: A New Engine for Urban Domestic Waste Governance—Take the Innovation of Hongmiaoling Circular Economy Industrial Park as  an Example

摘要: 随着新兴信息技术的发展,利用数字技术提高城市公共服务效能,成为新时代背景下城市治理现代化的发展方向。本研究以福州市红庙岭垃圾治理项目为案例,在SFIC协同治理模型的基础上运用“数字+ 协同联动治理框架,分析城市生活垃圾治理的改革创新。研究发现,数字技术持续影响着城市生活垃圾协同治理全过程,对城市生活垃圾治理提出了新的要求。对此,要平衡好协同主体、协同过程、协同技术三者的关系,促进大数据治理技术与城市生活垃圾协同治理深入融合。数字化引擎的外在驱动力以及协同治理过程的内生动力能够有效提升城市生活垃圾治理的效能,推动城市治理发展。

Abstract:

With the development of emerging information technology,the use of digital governance technology to improve the efficiency of urban public services has become the development direction of urban governance modernization in the new era.This study takes the Hongmiaoling waste governance project in Fuzhou as a caseanalyzes the reform and innovation process of urban domestic waste governanceand forms adigital+ collaborativelinkage governance framework based on the SFIC collaborative governance model. According to the researchdigital technology continues to affect the whole process of collaborative governance of urban domestic wasteand puts forward new requirements for collaborative governance of urban domestic waste. It is necessary to balance the relationship between collaborative subjectscollaborative processes and collaborative technologiesand promote the in-depth integration of big data governance technology and collaborative governance of urban domestic waste. At the same timethe external driving force of the digital engine and the internal  driving force of the collaborative governance process can effectively and meticulously improve the efficiency of urban domestic waste management and promote the development of urban  governance.
