    Regulation on the Personnel Management of Public Institutions plays a fundamental role in the personnel management systems of Chinese public institutions. Nevertheless,it turns out that the number of personnel dispute litigation cases direct citing the Regulation is few,and most of them are in a state of “dormancy” according to the empirical investigation of judicial trials. However,this does not mean that the Regulation is short of practical values,or that it is inessential to legislate on personnel management in public institutions. Actually,the Regulation works as a general overview to the personnel management system of public institutions,a link organically connecting the specific system enriching and developing themselves,and shows its importance in function and value as well. In the future,it is recommended with expectation to upgrade the legal hierarchy of the Regulation,to establish a complete personnel system of public institutions,which is supposed to be compatible with the non-profit of public institutions,cover and guide all individual and special systems,and combine with unification and division of labor legal systems.

     This article conducts an in-depth research on the power and responsibility between government and public institutions within the personnel management regulations. It explores the legal framework,the relationship between power and responsibility,the autonomy of public institutions,and the impact of the power and responsibility on human resources and public policies governed by the personnel management regulations. The formulation of personnel management regulations establishes a clear legal foundation for public institutions,fostering the enhancement of human resources management and public services. The delicate balance of power and responsibility between the government and public institutions holds paramount importance for both human resources and public policies. The government’s regulatory role contributes to standardized management, while granting autonomy to public institutions fosters increased management flexibility and innovation. Future research endeavors should broaden their scope to explore the influencing factors of power and responsibility balance,with a specific focus on the implications of emerging technologies and globalization for personnel management,which will facilitate the provision of more effective management suggestions and policy guidance.

    The CPPCC consultation is an important channel for the construction of socialist deliberative democracy,and Party’s leadership is the greatest political advantage of the CPPCC,which is unified in the practice of socialist modernization and the construction of the national governance system. Based on the function performance of the CPPCC and the leadership advantages of the Party committees at all levels,it is of great theoretical and practical significance to interpret the internal operating mechanism of China’s governance,explore the mechanism of the effective connection between the CPPCC consultation and Party’s leadership from the three dimensions of value,system and action system, and how to better transform the institutional advantages into governance effectiveness. In this paper, the mechanism of effective connection between CPPCC consultation and Party’s  leadership is summarized as the deep psychological identification mechanism at the macro value level,the stable structure guarantee mechanism at the meso institutional level and the flexible strategy selection mechanism at the micro action level. With the help of the innovative practice of the work of the CPPCC in N District of H City,this paper further demonstrates how the two can achieve effective connection in the three dimensions of value,system and action. Also on a national scale of the two,there is not a tight connection with the status quo and explore its root causes,and finally try to optimize the effective connection of the two from the above three levels of the mechanism.

    NPC Deputies Liaison Station is the “main battlefield” for practicing the whole-process people’s democracy. How to promote the Integration of the Stations into grassroots governance is an important issue for democracy to promote governance and governance to absorb democracy. The article combines the practical case of Zhejiang,uses Political System Theory to analyze the four major mechanisms of the entire process of integrating the Stations into grassroots governance from three dimensions of input,output,and feedback. They are the demand expression mechanism that strengthens the role of“channels” through institutional norms and digital technology,the demand adjustment mechanism that assists in preference conversion and pressure relief through rational interaction,and the authoritative policy output guarantee mechanism to promote the entry of cadres and effective coordination among departments,as well as a supervision and feedback mechanism for NPC representatives around grassroots social governance goals. The integration of the Stations into grassroots governance throughout the entire process is a political system formed by the combination of democracy and governance. The expression and regulation of needs,the guarantee of authoritative policy output,and the effective supervision of representatives respectively constitute the logical starting point,key links,and important guarantees of the democratic governance political system.

    As an important force in the overall reform of the country,the government’s innovative behavior strongly promotes the reform process. In the government reform and innovation practice,what are the motivating factors to drive the selection and implementation of innovative behavior? What are the links between these factors? To respond to the above questions,we take the case of Fujian Province’s“Bamin Tax Code” deepening innovation project as a case study,analyze the driving factors in the process of its innovation behavior,and based on this, propose the optimization path for the continuous innovation of the government. It is found that eight factors,such as national reform requirements,social demand preferences, and innovation capacity,in the three dimensions of environment,subject dimension,and resource dimension,work together to drive government innovation. Therefore,to further promote government innovation sustainably,it is necessary to optimize the local innovation environment,strengthen cross-sectoral collaboration,and emphasize the cultivation of a learning government.

     Due to its strong strength, clear goals,and urgent time requirements,the solution of the“non-progressive” policy is not only a difficult problem faced by the grass-roots implementers,but also a test for the policymakers to achieve the established goals. Based on the top-down institutional background characteristics of Chinese policies,and combined with the difference in the“ambiguity degree” in the policy refinement stage and the“negotiation degree” in the implementation stage,we construct an analytical framework of“Ambiguous Decision Making-Negotiated Implementation”. Then,we take the implementation of the“Double Reduction” policy at the grassroots level as the analysis object,on the basis of three rounds of follow-up research and field observation in 20 districts of 8 provinces,explore four different manifestations and solutions of the retardance problems of policy implementation as well. In this study,it is believed that the solutions need to be targeted according to different types of retardation and the generation mechanism. At the same time,special attention is paid to the role of grassroots governments in the implementation of policies,according to the different performances and types of problems, grassroots governments need to exert their abilities of innovation,integration,activation and macro supervision.

    Digital literacy and digital capability are the basic elements of digital transformation of government and important guarantees to promote Chinese modernization. The improvement of digital capability of grassroots cadres in  the northwest  ethnic areas is the key to boosting the construction of the Silk Road  Economic  Belt  and  promoting  the  inter-regional synergistic development of digital government. In the process of promoting the construction of digital government in the northwest areas,due to the limitations of digital resources and digital concepts,grass-roots cadres face real challenges in digital cognitive ability,digital application ability,digital service ability and digital synergy ability,which are not conducive to making full use of digital resources to establish scientific decision-making mechanisms and provide accurate and efficient services. Based on this,a multi-pronged approach can be adopted to construct a digital education framework,match digital elements input, enhance digital service capability and improve digital coordination systems,so as to provide digital talent guarantees for enhancing the effectiveness of digital government in the northwest areas,and promote the fine operation and high-quality development of digital government.

    A Research on the Origin of the Word “Zoudu

    “Zoudu” is a kind of formal compound consisting of two monosyllabic words:“Zou” and Du. The word Zoudu” first appeared in the Western Han Dynasty and was used exclusively to refer to the Shudu played by officials to the emperor in ancient times. Through the change of dynasties and the evolution of history,its meaning had not changed substantively. In terms of frequency of use, the Song Dynasty entered the first period of rapid development,the Yuan Dynasty fell back,the Ming Dynasty reached a new height, and the Qing Dynasty reached its peak. During the period of the Republic of China,“the Document on the Procedures of Official Documents Issued by the Ministry of Internal Affairs” marked the formal extinction of the term “Zoudu” in practical use and became a historical language.

    As demanders of medical services,patients often have a tendency to seek medical treatment in tertiary hospitals,resulting in a run on medical resources in tertiary hospitals. The emergence of a hierarchical diagnosis and treatment system is an important means to alleviate the pressure of outpatient and emergency treatment for doctors in tertiary hospitals,guide patients to seek medical treatment in an orderly manner,and solve the“difficulty of seeking medical treatment” for patients. Megacities have complete medical service systems,abundant medical resources,and high-level medical services. This article provides an overview of the construction of Internet hospitals in megacities and the application of Internet hospitals in hierarchical diagnosis and treatment systems. It analyses the existing problems and proposes countermeasures and suggestions from the perspective of megacities.
