    The Impact of Digital Trade Business Environment on China’s Foreign Direct Investment——Based on the Research of Countries along the“Belt and Road”

    The article focuses on the countries along the “Belt and Road”and studies the impact of the digital trade business environment on China’s foreign direct investment. The entropy method is used to measure the digital trade business environment of 45 countries along the “Belt and Road” from 2008 to 2017and the Heckman two-stage model and the extended investment gravity model are used for empirical research. The study found thatOverall, the level of digital trade business environment in countries along the “Belt and Road” and China’s OFDI presents a “positive U” shape nonlinear relationshipindicating that the preliminary improvement of the host country’s digital trade business environment can not immediately attract Chinese companies. Only when the digital trade business environment of the host country has entered a mature stagecan it attract Chinese companies’ OFDI and continue to increase their investment in itamong countries with different incomesthe relationship between digital trade business environment of upper-middle-income countries along the “Belt and Road” and China’s OFDI is more similar to the “positive U” shape nonlinear relationship. Thereforeit is necessary to gradually reduce the “digital divide” and information asymmetry with countries along the “Belt and Road”promote the development of digital trade in countries along the routeand improve the digital trade statistics and accounting systems. With the rapid development of the digital economyChinese companies must take the digital trade business environment of the host country as an important consideration when conducting OFDIwhich will help improve the quality_ of China’s OFDI and promote the sustainable development of China’s OFDI.

    At present,with the frequent occurrence of transboundary water pollution incidents,many social problems have been caused. Although relevant local governments and competent departments have successively issued relevant policies and regulations to control transboundary water pollution,the results are not very satisfactory. Therefore,how to strengthen the treatment of transboundary water pollution? How to set unified standards on trans-regional water pollution control? This has also become the focus of the relevant functional departments. In the process of the actual cross-regional cooperation in water pollution control,the decision-making environment of negotiating budget costs is complex and changeable,which makes it difficult for decision-making experts to use specific values to express the accurate judgment of decision-making information. Based on the background of collaborative water management and the minimum cost consensus model in group decision theory,this paper constructs a scenario robustness minimum negotiation cost model for the purpose of completing water pollution control negotiations with the minimum budget. In view of the fact that scenario robust thinking can effectively reduce the uncertainty in cross-domain cooperative governance of water pollution according to actual needs,it helps decision makers to make more robust and effective decisions in complex and uncertain decision environments. Numerical experiments show that the model can make effective budget plans according to the actual situation,and jointly solve the budget formulation problem in the cross-regional cooperative governance of water pollution by carrying out the joint prevention and control of the surrounding boundary water pollution environment.

    The government budget is particularly important for the stable operation of the country. Since the end of the Qing Dynastyour government budget system began to transition to the western modern budget system. The Beiyang Period not only inherited the financial budget reform carried out in the late Qing Dynastybut also had the courage to carry out institutional innovation under special historical conditions. Thereforethe financial budget and final accounts system established by the Beiyang government laid an important foundation for the modernization process of China’s financial budget and final accounts. Based on Bourdieu’s theoryby analyzing the preparation and operation of the national budget during the period of the Beiyang governmentthis paper explores the relationship between the Chinese Councilthe central government and local governments in the process of government budget preparation in different periodsas well as its impact on the process of government budget preparation and deliberation. This paper explores from the perspective of multi participant interactionand provides a new analytical perspective for government budgeting, which not only helps to understand the practical problems in the process of government budgetingbut also promotes the research of government budgeting to the field of sociology.     Promoting the construction of digital government has become a strategic choice for many countries. CiteSpace is used to make quantitative and visual analysis of 2959 documents in the core collection of journals in Web of Scienceand a knowledge map of foreign digital government construction research from 1999 to 2021 is drawn. It is found that European and American countries occupy an important position in the research of digital government constructionand have accumulated a number of classic basic literature achievements. The research on the construction of digital government abroad has gone through four stagesembryonic start-up periodrapid development periodstable transition period and deepening development period. Foreign digital government research forms four core research systems by means of technological innovation, based on the construction modelthe concept of realizing the value of public servicesand the exploration of breaking through the practical dilemma and seeking the development path. At the same time, the research also faces the problems of too much empirical researchinsufficient qualitative theoretical constructionsubdivided research fields and less comparative research. Facing the futureforeign research experience and shortcomings provide a useful reference for the construction of digital government in China.

    In recent yearsdue to the breakthrough of information technology and policy supporttraditional media and fusion media are developing towards fusion media and constructing a more and more perfect multimedia communication matrix.O From the perspective of secretarial sciencethis paper discusses how secretaries face challenges in the context of increasingly complex and multiple network public opinions in the fusion media era. According to the realitythe paper points out that online public opinion in the new era has the characteristics of multiple communication subjectsdifficult to distinguish true and false communication contentdiversified communication channels and fast diffusion. At the same timetaking various recent news as casesit shows the trend of enlargement and irrationalization of current network public opinion. Based on the above analysisit is concluded that modern network public opinion poses four challenges to the secretarial work with “writinghandlingplanning and management” as the main content.
