Action Network and Co-production:How to Achieve “Minor Problems” Governance in the Community?Take “Problem Solving Supermarket” as an Example

Abstract:

Solving the “minor problems” of the masses is crucial to modernizing the community governance system and governance capacity. However,in practice,there are problems such as deviation in governance demand,insufficient coordination of multiple subjects,and unsmooth communication channels,which affect the quality and efficiency of community public service supply. Based on the perspective of actor network theory and co-production theory,this paper constructs an analytical framework of “network structure-production process”,and takes the practice of “Problem Solving Supermarket” in community A of N city in Guangxi as an example to explore the internal logic of how multiple actors in the community promote the reconstruction of governance network and how to interact to carry out the co-production of public services. The study finds that the grassroots government,community party organizations,community autonomous organizations and community residents and other actors form a network in the process of community governance through demand presentation, interest connection,recruitment and mobilization,to promote the generation of community consciousness of community governance,and under the leadership of the core actor,through the four processes of joint diagnosis,planning,supply and evaluation,the common production mechanism within the community is activated,and the efficiency of community governance is improved,so as to solve all kinds of “minor problems” related to the vital interests of the masses.
