Abstract: Public employee silence behavior is a unavoidable problem in the management of public organizations. Since individuals will modify their behavior to organizational context, inclusive climate might exert influence on public employee silence behavior. Based on 427 valid questionnaires and adopting the bias-corrected nonparametric percentile Bootstrap, this paper tests the mechanism of the influence of organizational inclusive climate on public employee silence behavior. It finds: the inclusive climate in public sectors has obviously negative impact on the public employees silence behavior; trust plays a partially mediating role in the relationship between public organizational inclusive climate and public employee silence behavior；role breadth self-efficacy and trust play a chain mediating role in the influence of inclusive climate on public employee silence behavior. This research broadens the study of inclusive climate, prompts the study on the influence mechanism of inclusive climate on public employee silence, provids managemental inspiration for breaking public employee silence.
