Abstract:

This is a review of the administrative evolution of our national government through four notable periods of American history. The focus is on system transformations of our  administrative  state  with  an  emphasis  on  founders  and  their  theories  and  goals.  The  essay  closes  with  a  critique of the Reagan program and some suggestions for the future based on the past.
