Abstract:

The concept of “equality” is an important value pursuit in modern politics and public administration. In fact, there is no absolute equality, and so far there is no general consensus on the definition and understanding of equality, and the reality of state governance is not just a type of “equality” , such as equality before the law and the equality under equal opportunities with difference. Do the two contradict each other? How to understand and implement the “equality” concept of national governance? This article attempts to analyze the contradiction of the definition of “equality” through the semiotic “explanatory whirlpool” and metalanguage theory, and strive to give a deeper understanding of “equality” , and at the same time, to the actual operation of the value of “equality” at the level of national governance to provide useful reference.

Key words: equality, metalanguage, interpretation vortex, semiotics, political equality, appropriate difference
