Empowerment and Complementarity:A New Way to Guide Social Organizations to Participate in the Supply of Public Services

Abstract:

Mobilizing social organizations to participate in the realization of social governance goals is an important practice of community governance in the new era. It is an exploration of social governance with local characteristics to cultivate social organizations by empowering the government to participate in the supply of public services in the community. The system empowerment at the political level, the cooperation enhancement at the social level, and the evaluation enhancement at the individual level can stimulate the internal development potential of social organizations, help the professional functions of social organizations in providing services, and the organizational functions in attracting community forces, which, to some extent, complement the functions of the government. In other words, with the help of empowerment path, it can activate the endogenous power of social organization development, and promote the sustainable participation of social organizations in public service supply. However, in the face of problems such as the single type of social organization development and insufficient activation capacity in the process of empowerment, the governmentneeds not only to empower social organizations to expand the development space, but also to continue to strengthen the supervision of social organizations, from both positive and negative directions, so as to encourage the development of social organizations from both positive and negative aspects.
