Abstract:

Considering the negative externalities and repeatability of air pollution，cross-regional cooperative governance has become a consensus，but empirical research on the relationship between cooperative network agents is still insufficient. To explore the structure and evolution characteristics of regional cooperative network，157 policy texts in recent ten years were analyzed by using network density，network centralization，degree of centrality and aggregation subgroup. The study found that the network of haze cooperation in Guanzhong has been formed and more mature. Xi’an is always at the center  of the cooperation network，but the influence of each urban area tends to balance. Top-down pressure and horizontal coordination work together to promote intergovernmental cooperation，but mainly the former. At the same time，we should also guard against the failure of administrative authority，strengthen communication and horizontal coordination，and mobilize market and social forces.
