Abstract: As one of the formal official documents of the party and government organs，the commendation function of bulletin has been recognized in the early days. But few scholars continue to explore fields though to do detailed research on official documents has become one of the mainstream trends of secretarial studies in recent years. Based on this background，this article describes the commendation function of bulletin in two dimensions: the nature of literary form connotation and it writing style. First，taking the party and government normative documents and supplementary documents as clues to sort out the development track of literary form connotation of bulletin，and exploring the classification and rationality of the mainstream bulletin functions in the secretarial field are discussed. Secondly，based on how to identify the commendation function in specific official documents，discussing the literary form connotation from four aspects of commendation behavior，purpose，items and objects. Thirdly，with the help of the concept of “Chinese Literary Forms”，summarizing the style characteristics of commendation bulletin and constructing a three-dimensional and multidimensional image of commendation bulletin.
