Abstract: The heavy burden of grassroots community seriously restricts the improvement of community governance efficiency. This paper constructs a three-dimensional framework including affairs，resources and capabilities，and then through the panoramic observation of the community under the jurisdiction of X Street in N City，discusses the external representation and multiple logic of community burden generation. Community burden generation is manifested in three aspects：firstly，community acts as a dual agent in the middle sandwich structure，the rigidity of community affairs and the elasticity of community affairs growth coexist，which leads to the increase of community affairs. Secondly，the community is constrained by the supply of superior resources，and transferred its own existing resources by the superior. This ultimately leads to the shortage of community resources. Thirdly，community capacity is limited. In short，there is a wide gap between the community affairs that can be completed by the existing resources and capacity and the community affairs that are required to be completed. At a deeper level，the administrative logic，blame avoidance and institutional logic shape the interaction between the state and the community，thereby affecting the imbalance between community affairs，resources and capabilities，and ultimately leading to the generation of community burden.
