政务服务变革转型的动力机制与优化路径——基于“制度-技术-价值”三维动力分析框架

摘要:

“高效办成一件事”的提出意味着政务服务变革进入新阶段。从纵向审视,我国政务服务的整体变革经历了从碎片化到集中化,再到智慧化的转型历程。本研究构建“制度-技术-价值”三维动力分析框架,系统阐释政务服务变革转型的动力机制。制度保障动力构建政务服务供给的基本组织架构与制度运行环境,发挥规范支撑、弹性更新及摩擦调适三重作用;技术牵引动力推动数字治理与政务服务的系统性融合,从技术手段提效和治理范式重塑两个方面为服务变革及部门协同提供助力;价值引领动力坚定“以人民为中心”的理念,从价值内容和价值生产两个方面反映出政务服务理念的演变轨迹与转型升级。据此进一步剖析政务服务改革进入深水区后面临的现实问题及关键梗阻,基于“制度协同-数字重塑-价值共创”思路,提出构建弹性化协同治理体系、实现技术赋能与人民本位双向共生、推动价值共创机制与服务流程深度融合等对策建议,为政务服务变革转型和高效能服务型政府建设提供优化路径和具体策略。

Abstract:

The initiative of “High-efficiency Completion of a Single Task” marks a new phase in the transformation of government services. Looking back,China’s overall evolution of government services has moved from being fragmented to centralizedand now toward being “smart”. This study constructs a trinity analytical framework of “Institution-Technology-Value” to explain the driving mechanisms of this change. Firstthe institutional guarantee force provides the basic structure and environmentplaying roles in setting rulesallowing for flexible updatesand reducing conflicts. Secondthe technological traction force links digital tools with service deliveryimproving efficiency and reshaping the governance paradigm to make department cooperation easier. Thirdthe value leadership force upholds the “people-centered” philosophyguiding the evolution of service concepts. Furthermorethe study analyzes the practical challenges and bottlenecks as the reform enters the “deep-water zone”. Finallyit proposes three ways to improvebuilding flexible systems for department cooperationbalancing technology with people’s needsand combining co-creation mechanisms with service workflows. These steps provide a path for government service reform and building a more effectiveservice-oriented government.
