Abstract:
The eastern,central,and western regions of China exhibit a tiered geographical distribution,addressing the multiple tensions inherent in promoting balanced regional development require exploration,such as the dialectical unity between objective constraints and subjective construction,external integration and internal driving forces,as well as balance and imbalance,requires in-depth exploration. Based on a historical review of regional balanced development,the experience of advancing China’s modernization through regional balance can be summarized from three dimensions of subject,space,and time. In terms of the subject,it is essential to leverage the Party and state’s strengths in overall planning and high-level promotion,break the rigid constraints of administrative boundaries,and improve conditions shaped by objective limitations. In the spatial dimension,underdeveloped regions should be encouraged to shift their mindsets,and absorb high-quality external resources. This approach helps form a neo-endogenous development model characterized by exogenous driving forces and endogenous,benign interactions. From the time dimension,regional imbalance demonstrates relative stability over long historical periods;however,in shorter historical periods,national regional policies have played an effective regulatory role.
