Abstract: Concepts are the forerunners of processes and actions. Urban governance concepts are the value factors that affect the process of urban governance, and play a leading and regulating role in urban governance actions. The important concept of the People’s City proposed by the Party Central Committee with General Secretary Xi Jinping as the core is a new form of the Chinese Communist Party’s urban governance concept in the new era, and it is the product of the combination of Marxist urban governance ideas and Chinese urban governance practices. The important concept of the People’s City profoundly reflects the scientific summary of China’s urban governance practices in the new era, fully demonstrating the organic unity of the political advantages led by the party, the value advantages of People First, and the governance advantages of co-construction, co-governance and sharing. The important concept of the People’s City has achieved multiple transcendence of the western concept of urban governance. The realistic transformation in the new era requires strengthening the internal coupling between party building and urban governance, improving the level of convenience and sharing of public services, and accelerating the digital transformation of urban governance.
