A Comparative Study on the Attraction of Talent Policy in Inner Mongolia's Central Cities from the Perspective of Coordinated Development

Abstract:

The fifth Plenary Session of the 19th CPC Central Committee promoted the implementation of major regional strategies, coordinated regional development strategies and functional zoning strategies. In 2016, Inner Mongolia Autonomous Region formulated the new urbanization plan during the 13th Five-Year Plan period, formulated the coordinated development strategy, formed the three major cities of Hohhot, Baotou and Ordos as the core, and enhanced the overall regional competitiveness. Under the guidance of the government of the Autonomous Region, the governments of the three cities issued a series of personnel policies to introduce and train all kinds of urban social development and construction personnel. Based on talent policy content, this study focused on high-level personnel incentives and university students' employment entrepreneurship preferential conditions, and classified them to developmental policy and welfare policy. This paper evaluated the attraction of these talent policy, and pointed out those contradictions from the perspective of collaborative development.
