Abstract:

The values of public policy generally include justice, equality, efficiency, democracy, order and development, but specific value choices are often tailored to specific policy contexts. Word frequency analysis method reflects a side of public policy value choice. Statistics and analysis of the word frequency of the key words related to policy value in the party's political report have certain theoretical significance for explaining the choice of policy value since the reform and opening up. The priority of policy values at different levels has changed to varying degrees over 40 years. The first level is in the strategic high position for a long time, the second level changes are more lasting and significant, and the third level priority is gradually improving. These changes are closely related to the policy environment, especially the theoretical consciousness of the Party.
