Abstract:

As the first line of risks prevention and control, downshift of governance core and improvement of governance efficiency have become the most important task of the community. Under the background of major epidemic prevention and control, community governance presents some basic characteristics: strong institutional mobilization capacity, outstanding network management advantages, incomplete emergency management system, and strong demand for smart technology. In the process of power sinking, there are such asymmetric dilemmas as "departmental separation and community responsibility" "limited capacity and unlimited responsibility" "formalism and efficiency" "atomization and widespread mobilization". In view of this, this study believes that the community needs to improve the governance efficiency from four aspects: repair emergency short board, sink professional resources; get through social networks and revitalize capital stock; strengthen community identity and cultivate risk awareness; data-driven performance and build smart community.
